This paper deals with the problem of the historical and cultural interrelat 
edness of the so-called Bantu peoples of N.-E. Africa, and their hypothesized 
connections with Shungwaya, the legendary city the ruins of which await 
excavation in the desolate wastelands of the South Somali coast. In the first 
section the subject is treated as ethno-history, whereas in the second half of the 
paper the focus is on culture-history. The latter facilitates cooperation between 
anthropologists and archeologists, whose “peoples” are dead, but whose 
“cultures” can be rediscovered. The concept of "people” or “tribe” is an evasive 
one anyway, even if we can catch a community in an observed or observable 
series of repetitive and for them characteristic events in what has been called 
an “ethnographic present”. In diachronic research over a fairly long period 
it seems safer, therefore, to deal with the study of culture. If we hear e. g. from 
Portuguese records, that the Rabai were in the Mombasa hinterland in the 
early seventeenth century x , we know nothing but the name. The ethnonyme, 
however, may well cover an ethnic and cultural entity so very different from 
Paper read at the Harvard University Congress on “East Africa and the Orient , 
held in Nairobi, April, 1967.
